This is the only agency role within the team and though it is NRF (Neighbourhood Renewal Fund) funded it is the only role that is not a permanent one or on a Hackney fixed term contract pay roll. On a personal basis this means more money in my pocket but from a business point this is not a prudent way to spend funds which have been allocated solely for crime and disorder reduction and ultimately social regeneration. The role is much needed within the Service Area and of course CST but at a cheaper cost. It is strongly suggested that the agency be dispensed with and the role made into a fixed term contract one like all the other specialist roles within the team. It is appreciated that project management is a new area of expertise within the Community Partnership division of which SCS and CST fall within, however since it is very pivotal to the delivery of strategically aligned projects a more cost effective arrangement needs to be made.


Most funds are allocated to projects with a typical two or three year duration. It follows therefore that there is a requirement for projects to be developed, evaluated and monitored if not anything, for the lifetime of the fund. The NRF Programme which funds the Project Development role and all the other specialist CST roles is a 5 year programme so there is in fact enough lee way to fund this role on a fixed term basis.


Overheads


The overheads aspect of the costs of working can only be changed on a CST level in terms of ensuring that good practices take place, e.g.


• Making any personal phone calls as brief as possible (already practiced)


• Avoiding long business phone calls to mobiles whenever possible by arranging to call back on a land line whenever possible.


• Keeping lights switched off during the day unless absolutely necessary for use


• Switching off lights and equipment at the end of the day (already practiced)


• Security locking the main CST office door and windows at the close of business to guard against burglary especially computer equipment theft which is very rife within the borough. This will have a positive impact to ensure cash flow is limited to one-off capital costs for equipment to be replaced or upgraded as a result of depreciation or technology improvements and not duplicated costs as a result of theft.


• Introduction of the sending out of quarterly notices by the Project Development Manager if project budgets are likely to be exceeded for that quarter so that project leads are aware of the overall financial standing of the team and begin to embark on cost reduction strategies. A similar exercise should be done in respect to under spends to alert project leads early enough to enable "creative ideas" to be formulated on how to dispose of the projected surplus thereby avoiding under spend or at least reducing it to the barest minimum.


CST already saves on other overheads by hiring out our meeting rooms to other teams for a nominal fee which is kept as petty cash.


In terms of travel for conferences, workshops, seminars and training, the following good practices are already observed


• Using hotels offering competitive discounts to local authorities


• Advance booking for maximum discount on rail fares where possible.


• Monthly reports regarding project performance and spend against budget.


Consultancy Costs


Reference has already been made earlier on how the vast amounts spent on consultancy costs. Most of our consultants are on a retainer basis so whether they carry out jobs for our team or not we pay retainer fees. These fees are on top of the hourly rates we pay for specific jobs they carry out.


On the whole the tasks are around crime and disorder data analysis scanning trends and patterns to make recommendations, mapping and information sharing. Crime is very high in Hackney and so it would be worth while investing in a full time Partnership Information (Crime) Analyst post. These are specialist roles and it should not be too difficult to have a bid approved by one of the funding streams. Full time salaries for these roles are highly competitive but with the huge amounts we pay to our consultants we could reduce this by at least 50% and still be at the top end of the market in terms of HR job grading. This would have a positive or favourable impact on our cash flow and we would have a more dedicated customised service.

Monster's Ball


Monster's ball really doesn't give much sound at all. Instead of depending on sound or tone music the movie express' the emotions of the characters by showing more face close ups and body movements. The viewer is made to sense and feel the emotion of the character just by the acting that is being done. For example when P. Diddy is being taken on his last walk, the camera in focused on him in front of the guards and it shows his sweaty face, enlarged eyes, and flaring nostrils representing fear. When a car hits Halle Berry's son, the movie shows a frantic woman in search of help for her son. She is crying in the rain, trying to help her son come back to this world. There is only an eerie background sound, nothing to loud to drown out the sound of the characters.


This film made a very dramatic impact on the viewer with only a couple special effects. In reality it wouldn't really considered a special effect. The scene in which P. Diddy is being electrocuted is the only scene that had any special effects. It was mostly sound, good lighting and a good actor. That was one of the primary special effects. Even though it was very simple and mostly likely cost effect for the budget of the movie, it brought out some fear, or sympathy from the viewer toward the character. Billy BodThorton has a son in the begging of the movie. After a confrontation between the both of them that altered the mood of the movie, the next scene that is showed is his son holding a gun and threatening to kill the father. But instead of killing the father, the son commits suicide by shooting himself in the chest.

Billy Bod is set up to be this emotionless monster at the begging of the movie, but as the movie progress' and many negative factors unfold in his life he learns to love. Halle is a sinlge mother struggling to provide for her son, working any kind of job. Her husband is on death row, so she is left with the burden of the house payments and trying to provide. Heath is Billy Bod's son, he is the mirror image of Billy Bod because he is caring, nice and a non-racist. Unlike his father, the only similarity that they have is their DNA and the job that they both have. Peter Boyle is a typical southern racist who the viewer comes to hate because of his simple-minded ideas and negative view on life. Coronji Calhoun is the son of Halle and P., he is a simple child just interested in his candy. But he is caught in an adult world because of the financial situation and the incarceration of his father. Finally P. Diddy is the man who is on death row. He is very calm and non-aggressive. His character is portrayed as a bit of an artisan because of his sketches that are shown throughout the movie.


The whole plot of the movie is actually very simple when you think of it. Billy Bod is trying to live in his father's image and is confused. He then has to execute an inmate who ends up being Halle's husband. After the death of his son and a non-violent confrontation with one of his neighbors his ideas begin to change. Then he meets Halle in a diner where she is substituting for the regular waitress because she need money to provide for her son since her husband is in jail. A car then hits Halle's son in the middle of the road. Billy Bod is then moved to help her. That's where a relationship begins to emerge, and where Billy Bod has new view on life. After spending more time together, Billy Bod then buys a gas station, names it Leticia, and he also puts his father in a nursing home. That is the begging of the new Billy. When Halle is evicted he is there to save her and bring her into his house. But before he did that, he painted his whole house to a white color instead of the dull depressing brown. Once they are living together Halle finds out that Billy is the one who executed her husband. But ironically she is now with the man who killed her husband, but did everything he could to save her son.

Francis Macomber is a timid man, who has just shown how cowardly he is during his first hunt for a lion. Robert Wilson, the white hunter, is starting to see the fear in the eyes of Macomber. Wilson only cares about himself and getting paid, and if another man's wife wants to be bedded by him, Wilson has no problem doing just that. Francis now lay face down on the ground dead. Wilson's cold-heartedness becomes very clear when his thoughts are only of the bull; the bull and the control that he has just gained over Margot Macomber. "' Hell of a bull' his brain registered automaticly.'a good fifty inches, or better. Better"' (105). Wilson could care less that Francis was just shot and killed.


As Margot feels the shifting of power and the loss of Francis's timid streak, She realizes that her control over him will be gone."' You've gotten awfully brave awfully sudden' [she] said contemptuously, but her contempt was not secure. She was very afraid of something" (10). Margot knows now that she has to kill Francis or she may not be married, to his money, much longer. "' Isn't it sort of late?"' (10). Yes, Margot cries about shooting her husband but is she crying over him, his money, or that her domineering, controlling position has disappeared? Now it is Wilson who is the controlling person in this situation and he is enjoying the torment he is causing Margot. "' Please, please stop it"' (105). Wilson replies"' Please is much better. Now I'll stop"' (105). It just goes to show you that humans, people, are the cruelest of all animals and will take advantage of any situation they feel they can keep control of.

1. First we put on the safety gear consisting of Gloves and Goggles
